How to display singular form of category name?

Wikipedia has a good rule for it:

  1. Names of topic categories should be singular, normally corresponding to the name of a Wikipedia article. Examples: "Law", "Civilization", "George W. Bush".
  2. Names of list categories should be plural. Examples: "Writers", "Villages in Poland".
